I killed XXX elite enemy at the entry to next area before entering new area but when i entered the new area it told me the bounty was to kill that Elite enemy i just killed.
i killed him before the bounty activated so now i cant complete the bounty

And, are you going to tell us which Bounty it was, which act it’s in, and which mob you needed to kill, and which route you took to enter the zone the bounty was in, were you solo, or in a group, and so on?

most of thoose tasks also include “kill 50-150 mobs in location” when you do this the bounty closes.
and when you cross border to neighboring location, if theres no bounty there the game shows you the nearest bounty task.
there are a few other possibilities, but to explore them additional info of the bounty is required.

I have seen this happen when the elite follows you out of the bounty map, and you kill him in the wrong map, or if you are standing in the wrong map when you kill him.
Not sure if it is bug, since the bounty says to enter that area and kill the mob. Technically, you did not follow the instructions.
