When rolling shields at Kadala with bloodshards on all non-Crusader classes (assumption, I have tried on Monk and Barbarian), in addition to normal shields, Crusader shields are rolled (despite not being on a Crusader).
I consider this a bug as if I roll the below at Kadala, I don’t get it unless on the respective classes:
- Chests - I don’t get Cloaks (Demon Hunter)
- Helms - I don’t get Wizard Hats (Wizard) or Spirit Stones (Monk) or Voodoo Masks (Witch Doctor)
- Belts - I don’t get Mighty Belts (Barbarian)

If I’m not mistaken, there’s a 15% chance to get items for other Classes from monster drops and gambling with Kadala. (There may be some exceptions depending on what you’re gambling for).
The only guarantee is to craft specific Rare Level 70 items at the Blacksmith and then upgrade them to Legendary items using Kanai’s Cube.
Just make sure you craft generic Shields if you want to upgrade to Legendary Shields and craft Crusader Shields if you want to upgrade to Legendary Crusader Shields. (For example).
Note: Legendary items include Set items with a rare chance of them being Primal.
That is the smart loot, not Kadala. Kadala always produces items for your class (or for the relevant class if rolling an off-hand that is class specific). You will not get pants with Dexterity if using Kadala as a Barbarian for example.
Again you will NEVER get the above examples from Kadala (Cloaks, Wizard Hats, Spirit Stones, Voodoo Masks, Mighty Belts, unless on the appropriate class).
The 85% / 15% is for standard loot drops, not Kadala.

You have no idea how smart loot works.

This is an ongoing bug.

Kadala drops mostly rare and magic items with an occasional legendary. If you buy a shield, you can get any type of shield including crusader shields. I you buy a helm you can get a wizards hat. The only time you are guaranteed to get a class specific item is if you buy a quiver, mojo, phylactery or orb.
No you cannot, unless you are on a Wizard. Go ahead, try it on any other class…
You are right. Kadala only drops items that can be used by the character buying. However, that does not mean your Barb can’t get part of wizard’s set. Kadela is only guaranteed to give something that can be equipped on the character buying. No guaranty that the item will be useful.
A lot of the time, I use the rares from Kadala, when I don’t get what I wanted, to upgrade in the cube. If you upgrade a rare via the cube, you will get either a generic legendary or a legendary specific to the character class performing the upgrade.
Yes to the first part, still no to the second. You never receive one of the other class specific sets from Kadala, based on my 11.9 million bloodshards spent.
But anyway, this is off-track. The bug is that Shields is the only part of Kadala that you receive something clearly unintended for your class based on what you are clicking (i.e. I can get Quivers on my Barb if I click Quivers sure, but I can’t get Wizard Hats, and I shouldn’t get Crusader Shields).
While I’m aware it’s a long standing bug, probably since RoS launched, it should still be looked at, as getting around a third Crusader Shield when rolling Shields on another class, which literally cannot be useful, is frustrating.

Well, maybe it’s not intended. But, that’s the way it has always worked since Adventure Mode and Kadala were added to the game.
If it’s intended, then Blizzard’s QA Team will ignore this thread. If it is not intended then hopefully they’ll pass along the information so it gets fixed. But, as long as it has been this way, a fix probably won’t be anytime SoonTM.

What rubs even more salt in this wound is the fact that Crusader shields are the “off-hand” of the Crusader, but there is no category to roll them directly. Crusaders would probably love to take their specialized shields off into their own category…
