A better way is to craft (sovereign) polearms at the blacksmith and upgrade in cube.

Yes, Kadala can drop a Bovine. That is how I got my first primal one ever, this season. I almost instantly salvaged it but held off since I think it might be stupid to make an all summon pets build for low level inanity (not going to enjoy the grinding to make so many Gems of Ease but oh well.)
You have a better chance with a Crusader to draw(either Kadala or forge & upgrade at the Cube) a cow stick. The Sader has only three ancient polearms, of which the Stick is one.
