The Ring Item called (Justice Lantern) is supposed to apply a power that grants: Gain Damage Reduction equal to ( % ) of your Block Chance.
The item itself applies a base Block Chance of at least 12% meaning: If the % Damage Reduction says 50% or more… I should receive at least 6% Damage Reduction automatically as the item grants 12% block chance… however; testing this item on a Wizard with 69.43% Damage Reduction should apply an additional 6% to equal 75.43% Damage Reduction. Equipping the Item doesn’t apply any affect whatsoever.
When using the Delsere’s Magnum Opus Set: 4 piece bonus says: You take 75% reduced damage while you have a Slow Time active… This skill also doesn’t affect the character sheet Damage Reduction application as my 69.43% remains the same…
The only way I’ve been able to increase the Damage Reduction amount is by applying Armor to gear which btw has gone up to 88% Damage reduction decked out in Ancient gear all with Maximum Armor mods… so I’m confused as to why certain attributes are not applying.
This is NOT a bug.
You are adding 6% Damage Reduction to 69.43% Damage Reduction to get 75.43% Damage Reduction. But, that is NOT how it works.
D3 Damage Reduction is multiplicative.
Diablo III: Reaper of Souls Math Formulas - Damage Reduction
1 - [(1 - DR1) x (1 - DR2) x (1 - DR3) x (1 - DR4)]
Example:
You have 4 sources of Damage Reduction
DR1 = 25%
DR2 = 25%
DR3 = 50%
DR4 = 40%
First, convert percentages to decimal numbers. The formula will look like this:
1 - [(1 - 0.25) x (1 - 0.25) x (1 - 0.50) x (1 - 0.40)]
Which becomes:
1 - (0.75 x 0.75 x 0.50 x 0.60)
And finally:
1 - 0.17 = 83.13% Damage Reduction
In your case:
1 - [(1 - 0.6943) x (1 - 0.06)]
1 - (0.31 x 0.94)
1 - 2914 = 7086
7086 = 70.86% Damage Reduction. Not 75.43%.

Don’t you also need a shield to block at all? Wizards don’t use shields in offhand. Without a shield that block chance does nothing.
Slightly offtopic but I really don’t understand why Justice Lantern clutters the loot pool of classes that never use shields.

Due to game mechanics. May be wizards not use shields but they can wear them.
