Huh? Are you talking about the Hellfire plans? You buy them from Squirt the Peddler. Higher level gem type recipes drop from Bounty Caches.

Jewelry plans (except for the Hellfire ones) are dropped in the horadric caches from bounties. They can also be dropped by the green goblins (odious collectors). They will not drop if the jeweler has already learned the plan, so once you have them all, they will no longer drop.
My guess is that you have your jeweler set to show “Have materials” instead of “All.” Change that at the top of the jeweler display and it will show you all the plans he has learned.
