There seems to be an issue\bug with rerolling stats on items, specifically “increase damage against elites”.
I have a Primal “Echoing Fury” weapon, on which I tried to reroll the stat “increase damage against elites by 8%” for the past week. I have rerolled the stat using “Myriam the artisan” for hundreds of times and I am currently at a point where a single roll costs more than 34M gold. I never got the “increase damage against elites”, not even once, and there are only 8 optional stats. And just to reiterate, this is a primal weapon, so as you know there are no ranges for the stats, only the max option is available. So, it seems impossible to me not to get it even once from 8 options after hundreds of tries. Moreover, the “Chane to inflict bleed” only rolled twice which is less than 1% of them time.
Which affix are you attempting to roll off to get the Increased damage vs elites? If, for some reason, it’s elemental damage range, main stat or vitality, they are incredibly heavily weighted, making it very difficult to get anything else. Can we have a screenshot of the weapon you’re trying to re-roll?

Yes, I rerolled the main stat “Dex”, and I am able to get every other option available in the reroll like cooldown and cost reduction, but not damage vs elites.
also i added the pictures in my original post
As I said in my earlier post, if you re-roll one of the three heavily weighted affixes, it’s really difficult to get the less weighted affixes. Damage versus elites is a rare one at the best of times, and trying to get it when DEX and VIT will very often be two affixes offered, is going to be very difficult.
This is not a bug.
Also, unless your hero already has a very high amount of Dexterity, 1000 Dexterity might offer you more damage potential than the 8% vs elites. For example, if you had 10,000 Dexterity without the mace equipped, then 1000 Dexterity is a 10% damage increase, and that’s against all enemies, not just elites. If you had 15,000 Dexterity without the mace equipped, then 1000 Dexterity is a 6.66% damage increase which is less than the 8%, but it’s against all enemies. Even if it’s 20,000 Dexterity without the mace, you’d still get 5% more damage from the 1000 Dexterity, against all enemies.
Essentially, the only reason you’d do this is in the case where the damage increase you gain from the offensive affix is worth more than the loss of 1000 Dexterity causes. That tipping point tends to be when heroes have a lot of main stat, e.g. 25,000 and over. You also need to factor in that Echoing Fury becomes less and less useful with increasing GR levels. The speed bonus is proc’d by kills of enemies, not by attacks, so as mob HP increases 17% per GR rank, the higher you go, the less frequent the kills become, and thus you get less stacks of the speed buff, if any.
I’m sorry if I am being a little harsh but I don’t consider “it’s rare” an actual answer. I am not coming to you after rerolling the item 10-20 times. I am talking about a few several hundreds of times, spending billions in gold. So what are we talking about exactly 1 in 1,000 chance? 1 in 10,000? Because if we are then maybe it’s something that needs to be rebalanced.
Regarding the scaling, I am aware of the benefits of dexterity, and at this stage it will add less than 5% overall damage. Moreover, this weapon is used for speed farming GR’s and not pushing so I don’t need it to kill white mobs which already die instantly, but for elites and champions.
The thing is, its the truth, its a VERY RARE LOW Weighted Affix to roll. You can easily get into the 1000’s of rolls before seeing it. And as stated above, until your already SUPER HIGH paragon, rerolling the main stat isn’t going to provide a whole lot of benefit and this is one of those stats you do it on a 2nd Weapon as you gain materials.
Though it should not technically matter, when I find it being especially locked on a given seed, I enchant some other weapons to “reset” the randomizer.
As noted, it should not be needed but it makes me feel better. And, sometimes it actually empirically seems to work… but that’s likely confirmation bias crossed with memory prejudice.
Another option which a friend of mine uses quite often is moving to a different town after too many failed attempts. IF after X tries still no joy, head to the next act and try at her there for a change.
And yeah, you don’t like the answer, but it’s just a very rare roll, and competing against the main stat and vit roll, even worse. I get that you want your perfectly rolled primal to get the perfect reroll (although it won’t matter for speeds), but yeah, this stat is very rare. I don’t know the exact probability, and you might’ve been a bit unlucky with this item, but I’ve also rolled weapons up to around 20M before seeing damage against elites (not to mention sources…), so it’s not entirely unexpected.
Correct most efficient thing to do is obviously to leave it as is, as it’s only for speeds, but I totally get that you want the perfect damage trifecta! So best of luck, maybe you’ll get it before 50M, may the RNG be with you.
NO there is no bug but there is a issue. Any time you try to reroll any stat be ready to spend a lot mats and gold. Lets take a Hellfire amulet. If you can get good one like a ancient with the right Passive skill. If has like 10% CHC and you want to add CHD. Be ready to spend all your mats and gold.
Any time you reroll anything in the game or reforge anything. You have about 1 or 2% chance of getting what you want. One time I spend 1 billion in gold and a lot mats. At the end I still didn’t have what I wanted.
On most items you try to change something too. They have between 20 to30 item you could change too. Most of those item on a item you never ever use but they are there. Plus that is why you never ever get what you want because of all useless items that are on a item. Why I don’t know and you get to a point you have to live with it Sorry. But that is the way the game is.
