Is the Arsenal System going to be OP or UP?

You have to fill 4 weapon slots and will probably also actively use all of them since different skills require different weapons to be used.
Now it is much harder to find 4 different weapons with good stats, then to find just 1 or 2, which puts the whole system into some kind of balancing dilemma:

If a fully BiS geared Barbarian is on par with other fully BiS geared classes, then this should theoretically mean that he is weaker than other classes before he gets close to that point, because he needs more good gear to achieve the same results.
Though if he is equally strong during a playthrough/before reaching BiS gear, then he should outperform any other class in the end.

Am I overlooking anything they might have done to address this issue?

Imo, it depends on whether the Barbarian benefits from all equipped weapons, including the inactive weapons, or does the Barbarian have to actively be using the weapon to benefit from it’s stats and effects.

According to maxroll all stats (besides damage) from all equipped weapons are applied.

In that case, I imagine the arsenal system will be incredibly potent, especially considering how strong item affixes and legendary/unique powers may end up being.

It really comes down to if they balance around the early game with “meh” gear, or around the endgame with BiS gear - and I feel like both options would be a bit concerning.

it’s gonna be OP and they are not gonna be able to balance it despite their efforts to try and make asymmetric balance possible

IMHO, devs can not balance toons in D4 , let alone balance gears / items to save their lives

Don’t do with what Rax is saying to level all the weapons on the Arsenal system to 10 . Especially in the beginning .
Only level the weapon that you have put in your build specifically the skills that you put on your bar . You only have 6 slots of skills and some skills do not use weapons so you can not assigned an arsenal . Just focus on your current build and level the arsenal using that weapons to max 10 …
You can level the arsenal of others later when you changed build

I don’t know. Barbarians are supposedly hard to gear up, and definitely not starter classes, having them gearing up easy would be a fresh air.

One of the streamers had a QnA with the devs during that press demo stuff they were in. I think it Dbrunski but it could have been wudijo i can’t remember. And they sad the devs don’t want to balance anything on D4, and the reason was, that it’s an incentive to play certain classes and builds, that you otherwise would not.

I think they should balance the toons so players will have incentives to play other … If only 1 toons is so OP , then few players will pick the other toons

Well i don’t realy care, because i find fun in trying out everything the game can offer, and don’t get stuck on the “most efficient”, META stuff. META slaves will suck on the META, others won’t stress much. Evey class and every build will be able to clear content. Some faster than others. Again i for one couldn’t care less. It’s also a challange to play underdog builds and classes. So if people get bored of the most OP classes and builds, they can try more challengeing classes and builds. But as i know my fellow weirdos, they will just cry that the game sucks because it’s easy, or xy class or build sucks because it can’t clear content as fast as SSS tier builds amd classes.

Barbarians are pretty easy to gear up , just try to get enough codex to start with . Then your rare items and Legendary items will also drop during the codex and hopefully before level 50 , you will get all you item slots fill up with a rare or legendary to support your build

I might misunderstood. But will try to find that video, and you can share your source, or just correct me if i was wrong.

EDIT: Okay i watched it again and actually payed more attention. They want assimetry but will still try to make it ballanced, like you wrote.

They didn’t say they don’t want to balance anything they said they want asymetry between the classes which is obviously harder to balance and not “not to balance”

From my understanding watching Raxx barb video, we have 4 weapon slots, and we assign a weapon to a skill, we don’t use many “attack skills” like 2-3 of them, the rest is utility skills. If we use like Whirlwind with a weapon assigned to that skill the other 3 weapons will just act as “stat sticks”.

yea, that’s the point. all the stats including the legendary power will be active for all 4 weapons all the time.

Now that would be a refreshingly correct approach. Please be true to that Blizzard.

Overall, the balance should be between builds, and not classes, since what the player is creating, and playing, is a build, and not a class.

That is a bummer tbh. Would have been a lot more interesting, also for the decision making, if each item only activated when used. When not using a skill it should just fall back on the primary weapon sets effects.
