i want to hunt my last 2 transmog there, but i never saw it spawned.
i need some info if it already removed from game or not, so i do not need to check the place everytime.
No it was removed due to scandal in Blizzard. The only way to find someone who can share the transmog.

It is notoriously hard to spawn as well. I remember when I farmed for it, I only ever found it twice.
I have heard that the chances are higher going from Campaign, but then again, who knows.
About hell or about scandal? For the first one there never won’t be an official source (And no point to write to the support they won’t answer to this question even). For the second - was the information about that employes names won’t be present in Blizzard games, but I haven’t saved the link.

There was a statement, but it’s been a long time. Anyway, some of the folks named in Development Hell were also named in a lawsuit that included charges of sexual harassment and more heinous crimes against employees. I’ll just say it included allegation of an office being named the Bill Cosby Suite or something like that.
Anyway, the lawsuit was settled, and Development Hell was erased.

But when they had that one Christmas Gift event, the Quintennial Swords were in the gifts, but they haven’t run that event in about 2 or 3 years.

As we all know, Development Hell is (was?) found in the Cemetery of the Forsaken in Act I.
While farming for it you might also want to look for the Quality Well, which can be found in The Old Ruins or along Old Tristram Road in Act I. If that one still exists there’s a good chance that Development Hell can still spawn as well.
I posted the thread, Killing Blizzard (And Known Associates) a little over 5 years ago. I thought I uploaded the video on it around the same time. But, looking at the upload date it was 12 years ago. (Wow, time really does fly).
I can find no official statement that Development Hell or the Quality Well have been removed.

The MVP is wrong about the spawn rate of Development Hell, or it’s possible it was increased since that post was made and before it was removed. But you could get Development Hell to spawn within 40 games. Maybe sometimes it would take a bit longer but there were also times it could take less than 20 runs.
And the Well you mentioned, I’ve never heard of it, so never searched for it. So I can’t speak to its existence or not. But Development Hell was removed. It doesn’t make sense to get something within 40 tries and then a few seasons later run well over 200 and it not show up. When I did that, I saw the information that it was removed.

if after 200 run still not spawn then i believe it was removed from game. so the achievement and 2 transmog is no longer obtainable.
This was uploaded by STONEDRILL 4 years ago on console. (Only PC videos I could find were from 12 years ago).
Speaking of which, would anyone who has the two swords be willing to share them so I can grab the xmogs? (On NA)
Kind maddening to only have those two xmogs left…

FYI: If I’m not mistaken, the transmogs of those two swords are not permanent… Although the swords in question were in my NS-EU chest, but, they did not appear in Mystic’s transmog list last season (S33).
Correct, they won’t show up in your season list - you’d have to re-loot them for them to show up.
Would be cool if it didn’t behave like that, would love to use the spectral blade, but I’m not farming that again. Or the hamburger.

and good to know i have ultra rare transmogs no longer available.
purposefully didnt keep them as white items.
i have them in my NS transmog list but maybe thats because i am actively using the transmogs on NS.
both of them appear on all of my NS characters though idk.
