Increase the drop rate of Forgotten Souls in Visions so that the Bounty Mats from Visions are useful.

In S29 Visions are the #1 end-game activity due to low paragon cap, in S30 with no paragon cap Visions will be secondary to GR - returning the balance of FS to bounty mats.
If you further incentivize Visions for loot, it will take away from GR which should remain the #1 activity.
