I’m relatively new to D3 and especially the GoD build. Got a pretty decent roll on a Ninth Cirri Satchel. It came with 15% Hungering Arrow damage on it. Should I re-roll this to +10 crit chance? Information online seems to differ. Wondering if any pros could weigh in.

10 crit is always (or very nearly always) better than 15% Hungering Arrow.
Assuming max crit rolls elsewhere, with a quiver setup, 10 crit is worth (1 + 0.64*4.8)/(1+0.54*4.8) = 13.3% dps.
If you have no other additive damage, 15% HA is worth 1.45/1.3 = 11.5% dps.
If you use Taeguk (80% additive at level 150), 15% HA is only worth 2.25/2.1 = 7.1% dps.
That being said, there aren’t any other stats I would keep over a natural 15% HA roll on a quiver. What are the other stats? Why not keep the 15% HA and roll something else to 10 crit instead?

Well, the answer to that is simple. I messed up. 
I already rerolled the HA% modifier, so I can’t reroll anything else on it now. At the time I was trying to keep cooldown reduction / attack speed breakpoints, but I should have looked for those stats elsewhere and rolled something else. Silly mistake, but oh well.
At this stage I think I’ll go for the 10% crit based on your calculations, because I am using Taeguk. Really appreciate your input. Thank you!
