I now have 17 hero slots - a bug or blizzard happy making?

I have ROS with necromancer class. I’ve had 13 heros for some time leaving one slot free in case I want to create a seasonal hero. Two days ago I purchased the Deluxe upgrade for my account to get the pet and transmogs. I noticed the day after the purchase I now have 4 open hero slots. I’ve counted them several times and there are indeed 17 hero slots on my account. I have not tried creating test heros to fill the slots as I dont want to corrupt my other saves. Is this a bug or are 3 slots added when purchasing the Deluxe upgrade? Side note: I havent gotten the pet and transmogs yet either.

Update:
I found the problem. Its not a bug. Deluxe does come with the 3 extra slots but that isnt listed in the in game shop for the Deluxe edition so I didnt know it came with it.

Reaper of Souls™ Digital Deluxe Edition

Note: I pre-ordered RoS and upgraded it to Deluxe later. If you purchase RoS Digital Deluxe to begin with, you get 5 Character Slots (2 + 3 Slots).
