I need help Please

I have no idea what is going on, never had an issue running the game until now. I built a new PC and I am having fps issues.
Setup:
Asus pg35vq monitor
ROG Maximus XIII hero
i9-11900k (auto over clock to 5.3ghz)
Kingpin RTX 3090
32 gig Ram
Running the new m.2 slot straight to cpu
AIO CPU and my kingpin is AIO also (heat not issue)
Seasonic TX-1000 psu

How much more money do I have to spend?
Here is the strange thing, does not matter if I run solo or in groups, makes no difference, fps drops and game gets choppy, about the same no matter solo or grouped.
I have tried all resolutions and each time changed graphics settings. no help.
Turned all background stuff off, makes no difference. Even turned off iCue RGB.
Game ran great on my gtx 1080 setup, now, geez, this sucks!

what is your GPU clocks while playing.

You can check for %utilisation, powerdraw in w, and gpu clocks by enabling Nvidias performance overlay. (alt+r)

Do you use ingame FPS limter? (do not)
Have you set power management mode to prefer maximum performance in nvidia control panel?
Have you set windows power plan?

Try disabling C-States in Bios
Try disabling MPO
