If you just wanna talk about sets…than, from your perspective, balancing is done! 
I said 10GR difference is not balanced. So balancing is not done. I think quality is more important than quantity.
Quantity only gives you illusion of choice while in reality almost everyone ends up using same build.
If you want quality you need to spend some serious effort into balancing sets that are already available (+1 more for each class). Some sets can be used with multiple skills and this can be improved by buffing some legendary items.

Everyone is exited about the last two sets, new balance changes and more!

I’d say we have to wait for a few weeks more. The current season is still only at half way roughly.
Yeah i remember reading a post from Nev that other/overall sets/builds will not be looked at for balance until AFTER all class gets thier new sets. I am afraid that S21 will only have new sets and changes to items only that support those sets. I’m hoping that there was another internal discussion to have more balance changes to other itens for S21…
