Ignoring the whinging tone of the OP, I think this is accurate.
Yes, it’s not great design to have ppl farm the gemstone like this. A modern rpg would have some kind of pity counter here, but D3 is 10 years old, so we don’t. So yeah I agree on the point that it’s not great design.
I also agree that if you have this reaction from 50 runs of chilltara, then D3 is not the game for you, and probably not D4 either, so probably right call to not buy it. (Although I have the feeling you still may buy it in the end, and that’s ok as well.) Maybe something with more short term dopamine rewards is better for you?
If you calm down and decide to go back to it, there are ppl here that can help you, and there are lots of other threads like this with information on how to best farm it. Until then, maybe you should boycott the forums as well, because this thread is medium: neither rare nor well done.

You dont need the altar to experience the game, the best reason to get it is to push gr which means youre gonna be farming for the better gear. i imagine the op would like his whole primal set to come from haedrigs lol.

3 hours from go to whoa, and the staff was crafted. The Altar is the best season effect by a country mile.

Honestly, it’s not a huge loss to not progress past the staff of herding requirement. Once you got the QoL nodes which really make the game better IMO, the rest you hardly even notice.
Auto pet salvage, pet pick up, double DBs, double bounties, passabilty. Those are all really good things that effect your main gameplay loop and will make your experience a lot more enjoyable. The occasional double primal drop will hardly even be noticed, so you arent really missing out on much.

and it’s not even that hard to get if you do it correctly. Took me less than 2 hours and I didn’t put all that time in at once. I would just squeeze a few runs in in between GR’s

Hard and time consuming/tedious are not interchangeable terms, and a RnG nested drop might drop your first time or it may never drop.
Because you happen to “do it correctly” (LOL) and it took you “2 hours” (hyperbole?) doesn’t mean anything for anyone else’s experience.
I have yet to get the damn Gemstone as well… I’m at paragon 935… Torment 16 with Crusader Valor Aegis… Still can’t get the damn gem…

I found everything related to the staff in 1 hour. Very lucky.
Raxx got all Staff of Herding mats in ~22 minutes, live on his stream. Yeah, he was lucky. 
DH wearing int gear doesn’t make sense but templar and thief should wear int gear and then give their main stat back to them with augments.
Diablo might not be the right fit for you.

How much tedium did you engage in to get 3714 paragon, non-season? Inquiring minds want to know.
I’ve played plenty of tedium and I only have 2456.
If unlocking the altar was easy then the rewards would be a lot lower.
