I ordered the P.C. version eternal collection and it says pending and won’t allow me to download the whole game, only the trail version or starter version on battle.net
How long do I wait, or am I doing something wrong?
?? there is nothing to download… we all run the same game.
The difference between your installation and mine is the “key code”… yours will unlock the base game, the RoS extension and the Necro extension. Mine only unlocks the base game and the RoS extension. But we run the same programme.
It can take a few working days for the order to go through
You already have the full version of the game 
All that happens when you buy the full version, is that you unlock the full version already on your PC.
Keep an eye on the purchase, it should go through soonish. At that point you can level above 13 and go past the Skeleton King - as well as make a Crusader, etc.
If it does not go through, you will need to talk to Billing using the Support system > D3 > Payment > Purchase failure
I guess its a waiting game now. I only have Battle net installed and thought after the purchase they would offer a full download.

You do have the game installed, right ? or you did, 5 days ago. Your profile on the web shows a level 8 Demon Hunter called Axalot.
If you uninstalled Diablo 3, you will need to re-install it (the blue Install button on the BattleNet App). You can install it now… that way, once the order completes, the whole game will be available to you. Until then, you can only do the story upto and including killing the Skeleton King.

While waiting for the order to complete, you can browse the forums; you won’t be able to post in most of them (I think the New Player Help forum may be unlocked for you… as well as Technical Support, obviously).
