I can’t find the level 70 Hellfire Ring plans to buy at Squirt the Peddler. She only has the level 70 Hellfire Amulet design (5M gold) and the level 60 Hellfire Ring design (2M gold). My jewler is level 12, has learned all the plans and he can craft level 70 Hellfire Amulets but only level 60 Hellfire Rings.
What am I misdsing here?
The plan only appears in Torment difficulty levels.
AFAIK, the level doesn’t matter at all. But even if it does, I AM at T9 and I still don’t see the plan.
Level and difficulty matter. You must be at level 70 and on Torment 1 or higher in order to buy the level 70 Hellfire Ring. Also, if you have just leveled a character to 70, you will need to start a new game for the plan to show up.
