My amulet (Haunted Visions) did not change due to patch changes and it is still with his old function. " Simulacrum now drains 1% of maximum Life every second and lasts forever" this is what it should be, but i still have the OLD " Simulacrum now drains 5% of your maximum life every second and lasts twice as long . I have tested the item, at it drains 5% of life and it does not last forever.
Not a bug.
Regular (non-set) legendaries you already have do not change on update.
There are a few edge cases.
Most nerfs get applied to old items.
There are a few items which mechanic changed like the WD ring RoE.
Set bonis get updated. But if a set item has a new special stat or a buff of these special stat you have to find a new one as well. For example the IK weapon with the stat:
Increases Call of the Ancients Damage by [45 - 60]%

To be more specific, if the change is applied to something that is not stored directly within the legendary item itself (for example the conditions to proc RoE), the change can always be retroactive. It doesn’t matter at all if the change is a buff or a nerf.
The legendary power within the items are just references to an external function and sometimes have an RNG value. If the change alters the entire reference to point a completely different function (like old vs new Haunted Visions), the change is not retroactive. If the RNG value range is altered, the change is not retroactive.
The RoE proc conditions are not stored in the item itself so the change was retroactive. It’s the same thing with Bone Ringer stacks, Shield of Fury stacks and Ninth Cirri Satchel pierce caps, these are not stored within the item data. Changes were thus retroactive. Bindings of the Old Gods, the bonus multiplier for Fire Allies is not stored in the item itself. The changes were retroactive, both the nerf and rebuff.
I feel like I have to remind about this every time when someone might say “Nerfs always retroactive, buffs are not!” or similar BS.
