If the clones in the Haunt of Vaxo legendary amulet were as powerful as the S22 clones, would you use it?

Not outside of speeds in the 100-120 range for some classes. Squirts + Flavor (on follower) will be the best setup for most ranged classes in speeds or push scenarios (Necros need Haunted Visions though).
The S22 clones are generally too weak to do anything above GR130.

Area damage is always better than having clones around, so they’re only a bit of utility provided. Clones you dish out must be pretty useful to keep them in a single target burst or damage over time builds. I think this is one of the reasons why build diversity feels abit jarring, there’s no substitute at all.
Only recently we saw Firebird pushing it with Mirror Images (like I envisioned and thanks devs) but something like Vaxo amulet never felt right. Perhaps we’re missing something as it never changed at all after the shades season theme, or it’s really trash. May after a year or so, we could debate which single target or damage over time build is better to have clones around but until then Vaxo will be a useless piece.
