Have gone to Leoric’s manor to get the tome 3 times so far, full GoD equipped, it always tells me “you are not appropriately garbed to read this tome”. Is the set dungeon not out yet, or?

There are no set dungeons for the newest sets yet.

They’ve already confirmed that there are no plans to add set dungeons for the new sets.
It is possible they might add dungeons but as of right now don’t expect them to do so.

It would be less work for them to just remove set dungeons from the old sets, or at least from the season journey requirement. coughhintcough

They certainly won’t.
Season journey is meant to be challenging…
and players are able to reach guardian less than 24hours from season start… and less than 1 week, most have completed season journey.
There’s nothing challenging about pure stupidity, which is exactly what set dungeons are.
