Furious Charge and cool-down reduction

Does cool-down reduction affect the speed at which I recover charges of Furious Charge?

I occasionally find myself waiting for charge(s), so I was wondering if increasing cool-down reduction would help that.

I currently have a ruby in my helm (instead of diamond) because I need rubies to complete my build.

Yes. CDR will allow you to use FC more often.

Use the cube to convert gems. Then you don’t need to equip a ruby in your helm.
