They increase the damage of Flame Blades itself.
They do not increase the damage of the Firebird’s 6-piece procs triggered by Flame Blades. And that’s where the vast majority of the damage comes from. The direct damage from Flame Blades is insignificant next to the power of the Firebird’s proc.
