Not a bug because chapter 1 doesn’t have reward. Rewards start from completing chapter 2.

Completing Chapters 2, 3, and 4 of the Season Journey will reward you with three of Haedrig’s Gifts. Each Gift contains a few pieces from one of your Class Sets. Players can only unlock one Class Set in this manner per Season across Hardcore and Non-Hardcore, so choose wisely!

7. No Reward from Chapter 1 of Season Journey
   There is no reward from Chapter 1 of the season journey, only chapters 2,3 and 4 award the set pieces and they come in the form of mail which you have 1 month to claim before they are lost.
