Fallowers can’t equip items that have had their item level requirement lowered via the alter until they hit max level.

Being able to equip gear at any level is a power the altar grants to your heroes, not to your followers, which is why only your hero can wear the items sub-70.
Then the tooltip on items needs to show the real requirement for followers. Right now it shows “Require lvl 1” on everything.
