Community buffs not active for seasonal heroes

I realise that the Season 22 theme (clones and 4th Cube slot) won’t go active until Phase 2 of the PTR on the 8th October. However, the Community buffs - double blood shards, 300% XP gain and 2000% legendary drop rate - for seasonal heroes should be active. They’re currently not.

Apparently, it didn’t go through. It will be addressed either later tonight or tomorrow morning. I am in contact with the relevant people through the CMs. I may not post much, but trust that I do have my ability to find out info in full alert.
