A popular streamer had the same thing happen to him, and he is running GR 150s now.

Something wrong with account.
It is not RNG…
I remember someone was mentioning about some bug of drop rate on account, like 3 years ago. And they contact tech support, after they fixed something everything was normal again.
regular legendary dropping 2 times les than other players. we did test runs.

Please report back if you get one, of if you can get someone at Blizzard to look into it.

I don’t know where you heard that, but that is false. Not everything on the internet is true. There is no such thing as a “bugged” account that can’t get drops. That can’t even happen with the way the game is programmed.
There is NOTHING wrong with your account. There are no flags on the account that control your drops. You are having bad luck. You also already proved you can get ethereals - you got one before 70.
I hope this was sarcasm. Drop rates are not something anyone can fix for an individual player and it is not something a ticket can be put in for.
Drop rates are controlled by what level difficulty a player is in and what zone. Rifts have double the Legendary drop chance of the open areas of the game.
Primals require a Solo 70 GR before the time runs out to unlock for that mode.
Some items are locked to a difficulty level such as Torment 1 and up.

About 50/50. I did not know if Blizzard looks into account specific issues or not, and it would be nice to have a concrete answer.
I have seen it requested SO many times that Blizzard look into something account specific, and I did not think it was something that they do.
Since Blizzard never responds here, there is no way to know how things work behind closed doors.
There have been specific account errors reported such as achievements for 10,000 bounties being checked off, but 7,500 or 5,000 bounties not checked off. These people ask for someone at blizzard to look into it, but they never report back. Was anything ever done? Was it fixed? These people will never get 100% of their achievements.
Are there no solutions to these specific account issues?
Try Vaults instead of Rifts. Ancient are better, obviously.
Somewhat more restricted though as you need a Puzzle Ring to guarantee them and, like goblin portals, they’re not ultra-common.

I did lots of GRs 90-100, lots of T16s.
Paragon 700 is a lot for not having drops…
Not trying to argue, but drop rate RNG is not working as it should.
Bad RNG is not a bug. Theres no super secret flag on someones account that blizzard can control that changes legendary drop rates for the individual player.

I got all 21 Ethereals in about 6 hrs. If you want to prove if your account is bugged, friend me, and farm with me for 30 mins or so, and we will see.

Took about 10 mins or less (2 rifts), and I am glad you are satisfied your account is not bugged.
I got me second Etherial lvl 11 at T6 rift lvl11.
zero Etherials lvl70.
The loot pool is at least 100x larger at level 70.
Not at the account level, no. If it is fixed then the bug would be fixed for everyone in a patch. They do not offer ANY individual account services for Diablo 3. No logs mean there is nothing for GM to go off of. No proof a person got an item, did not get an item, got progress towards an achievement.
The only game they have any individual assistance for in-game issues for is WoW - and that is quite limited. They can’t just give people items, complete quests, grant achievements, or individually fix bugs.
Seriously. There is no flag for the account that would prevent it from getting ETH items. There is no way for it to be bugged. None.
You can’t bug a flag that does not exist.

If someone completed 10,000 bounties, then they obviously have also completed 7,500 bounties.
No one at Blizzard can fix that?
Not for an individual account, no. If it is fixed it gets fixed for EVERYONE in a patch.
They do not have any individual account services for Diablo 3 at all. None.
Even the rollback function is self service now.
CS can help with Account level issues like lost passwords, forgetting the email, compromise, payment issues, etc. That is it for D3.
