The notice is on the D3 game tab and also under the yellow triangle with the exclamation point.
You can expect game and service issues for all Blizzard games until at least 12pm Pacific Time.
… only if you select English (US), Spanish (AL) or Portuguese as the language for the desktop app. If you elect to have the Desktop App display in French, German, Spanish(EU), etc… you don’t get a notice even if you are selecting the “Americas” region to play.
Blizzard has a very sketchy understanding of what languages are used in the Americas.
