“Tempest rush gains the effect of every rune.” TR feels quite outclassed by WoL and LTK and I think this is the change it needs to really even them out.
Tempest Rush requires a few things to be close to WoL (it already does more damage than LTK but has less mobility and survivability). All runes for TR on a helm is not the best option. Tempest Rush builds are extremely reliant on Cesar’s Memento being procced for it’s potential 9x multiplier What it needs is a bit more damage overall and a lot more toughness. If they changed Hexing Pants to be a multiplicative buff and upped it to 75% or so then it wouldn’t be too OP and it would only realistically affect WW Barbs and Strafe DH in addition to TR monks.
What the build really needs is an item to give Epiphany Ascendance as a free rune so that you can have Desert Shroud toughness but the CC of Ascendance. Ideally it would be on a fist weapon (looking at you Logan’s Claw) or some other unused one hander. That would let SWK TR builds equip the new weapon and Vengeful Wind and Inna TR could equip the new weapon and In-Geom or Sledge Fist, etc. Having Ascendance would help your survivability a bit since you’re stunning everything you TR through while proccing Cesar’s for free.

Erlang Shen should be given an TR effect, but not all runes. Other runes of TR doesnt narrow the gap. TR needs more damage multipliers to compete.
