do i need to have the ptr account established before the ptr starts? i wanted to participate but cant seem to create the account now…
You need the game license of D3 (PC version) to participate PTR.

i have that, have for years…when i go to account managment it shows a dl for WoW ptr but not D3
I don’t find any profile on all 3 regions.
Do you have another account? Are you sure you are using the correct one?
Me too. So, don’t worry about it. But do you have D3 in your game list?
Open the launcher, select Diablo 3, Choose Region (just above the play button) and select Public Test Realm.
