Double primal not working

Hi - i got all 3 potions unlocked, killed a rift guardian on gr 95, dropped only 1 primal.
I thought it would drop 2 primals as it is player generated drop. Has anyone else encountred this?

Did you actually click on the “final button” that unlocks the double primals? Unlocking 3 potions doesn’t automatically unlocks the final seal, you have to click on it.

What the actual f@#$… Why does it pop up a highlighted color once I finished my last Altar unlock if the damn thing wasn’t actually unlocked. I’ve found at least 2, maybe 3, primals since completing my Altar and kept wondering why the hell I wasn’t getting double drops. Now that I saw this post, I went a clicked ‘Unlock’ on the damn thing. So dumb.
