I did not have a single DC while I was playing in S19 and now also none so far in S20,since I’m playing HC I would definitely notice it. 
Playing on the EU server from central EU.
I’m not denying the DC issues lately ‘there are ppl from my country who also complain about it’ but I doubt that its only on Blizzard’s end else it would affect a lot more ppl if not everyone.

Let me ask you this to people that experience dc issue. What time does it happpen to you guys? I’ll share mine. Ever since the time around quarantine/lockdown happened, I’ve been experiencing severe case of lag and dc in specific time period. To put it in PST, from 2 a.m. to 8 a.m., give or take couple of hours from both end. In other time period, I experience no lag really. I also play from outside of US. So it’s normally 200ms and 400ms to 2000ms in that specific time period.
In weekends, time shifts a little, but in week days, this has been pretty much consistent. This is why I don’t believe all this to be some ddos attack (couple of times, maybe, but not majority of times when this is happening for, what is it, like a month now?). Earlier, I thought this to be a sudden surge in playerbase due to quarantine, but as time goes by, I don’t think that’s all there is to it. I’m more inclined to believe Blizz restricts bandwidth by region depending on time period (to reduce strain on servers when spike in playerbase happens, or something, not much of an expert on this).
I’ve been playing in Asia server recently (playing off meta builds). No problem there, other than some rare case of lag. But man, Asia is so quiet xD Surely, not that many people can mostly be bots?

Sometimes there are indications such as severe ping spikes back to back and then the game just hangs for several seconds…boom 1016.
Other times it happens without warning. You could be doing anything from being in combat, walking, standing around in town or in an artisan menu doing your business.
The latter happened 3 times in one day a couple days ago while crafting. First 2 times I got 1016’d the item was waiting for me in the inventory when I reconnected. Third time it didn’t.
