Don't kill Angry Chicken Build with Arachyr nerf

WD was always weak until S29. With the Chicken Eye Bow Bonus the Angry Chicken Build got strong. With the nerf of Arachyr set on the PTR the Angry Chicken build is killed. Dont nerf the Arachyr build.

Angry chicken also works with HT set, and it got quite the buff

Helltooth doesn’t buff Hex damage.
