Yes, but only the Orb of Infinite Depth power helps for Firebird’s.
So having an ethereal with the exact same power as the cube won’t stack (e.g. if you have Orb of Infinite Depth power on the ethereal and then the Orb of Infinite Depth power in the cube, only one works - the worn power takes priority).
Since these are different powers, they both work.
However, the Wand of Woh power (the one that’s on your ethereal) doesn’t do anything for Firebird’s. The extra Explosive Blasts granted by the Wand of Woh power do not trigger additional Firebird’s 6-piece procs. And the damage bonus doesn’t buff the damage of Firebird’s 6-piece procs, which is where the vast majority of your damage with Firebird’s comes from. So the Wand of Woh power really doesn’t do much for you with Firebird’s.

Each time you hit an enemy with Explosive Blast your damage is increased by 8-10% and your damage reduction is increased by 20% for 6 seconds. This effect can stack up to 4 times
or
- Deathwish:
While channeling Arcane Torrent, Disintegrate, or Ray of Frost for at least 1 second, all damage is increased by 250-325%
Then you run the other power in the cube.
does the extra 3x Explosive blast from the ethereal renew or extend the “buff icon” on the screen?
Yes, the extra blasts from the Wand of Woh power will contribute to stacking/refreshing the Orb of Infinite Depth power.
actually if it’s Oculus or Wizard-spike , it does not matter right?

The legendary power is far more important.
There difference between an Oculus and a Wizardspike with the same power is pretty small. There’s cases where you might prefer one over the other, but it doesn’t make that much of a difference in the end.
Just use whichever one you get first with a good power.
