I have tried, in this season 34 time to upgrade my weapon and 0 success.
Only 4 Primal drops - 0 useful
this is the 3rd season I’ve noticed my drops go down…

Well, 34 times of reforged legendaries isn’t much in terms of chances. Let just say the 3 times I have tried to reforge a certain weapon for a primal, I waited until I had a dry spell (no primal drops for a day or two) and had 200 mats at ready. Out of those three attempts, 600 mats, I got two.
This is just for 3 certain weapons, not counting other items I have tried but not that many mats worth at a time.
Primals are supposed to be very rare so yes It still works, besides trying to reroll your gear into primals is a huge waste od mats
Are those 34 attempts rerolls or upgrade rare to legendary?
Either way, wow, whole 34 attempts. That’s meaningless sample size. Come back when you have done at least one thousand attempts minimum.
