Does the CS proc Lefebvres?

Does the Cyclone Strike with WKL trigger Lefebvres shoulders? I tried it out and it seems not.

It does for me too, even if i don’t have it on my skill bar. Make sure you have the shoulders equipped

Now that WKL’s proc’ed CS proc Lef, does WKL’s proc’ed CS proc frozen for Cesar?

If you select the proper rune it will.

Yes if you have cyclone strike cold rune on your bar, the auto proc will freeze.

But SW’s cold rune will also proc Cesar.

Cesar does additional damage only when the enemy is blinded, stunned or frozen… There is no time duration right?
What if the Elite gets CC resistant (lasts a fraction of a sec) and can only be frozen once every 3 seconds (SW and CS runes), will this neutralize cesar’s power?

Oh yeah that is correct!.. I mixed it up with Sader’s Bracer of Fury (no duration)!
