They did not give out seasonal clothes for the necromancer.
All conditions are met.
In those support they said to write to you on the game forum.
Your post is rather vague and missing a lot of information…
You only get one free set per season - did you already receive one set for another class?
Did you complete all the objectives of all the preceding chapters?
Have you checked your mail?
More info needed before adequate help can be provided.

This is my first set.
I only received 4/6 items.
I completed all 4 chapters.
You receive your Haedrig’s Gifts as soon as you earn them. For your Necromancer, that would be:

It appears that you are currently missing the Head & Hands from the first Haedrig’s Gift. This leads us to believe that:
- You opened your first Haedrig’s Gift with an alternate Seasonal Character. However, it does not look like your other Seasonal Characters are wearing those Set items.
- You accidentally clicked the delete button (trashcan icon) when trying to collect your first Haedrig’s Gift. Or…
- You waited longer than 30 days to start collecting your Haedrig’s Gifts. (Mail items only last for 30 days and then they’re deleted if you haven’t claimed them).
Most likely option 2.
I really don’t have enough head and hands.
Is there any way to get them back?
Nope. You’ll have to farm them like other items.

You cannot. You could roll-back your account to a time before you completed Chapter II, but I don’t recommend it.
Finding the missing helm and gloves should be relatively easy…
- looting monsters,
- upgrading rares to legendaries (Hope of Cain recipe in the cube),
- converting a set item (Skill of Nilfur in the cube – if you get a set item which you already have – keep the best one and convert the other), and
- gambling blood shards for helms/gloves at Kadala.
In the meantime, you can craft the glove of the Sage set and use that instead of your current Pestilence Gloves… that will enable the “Double the amount of Death Breath that drops”. Your DPS will drop a bit (your Pestilence Gloves are ancient with reasonably good stats) but it’s only a temporary measure while you loot either a Ring of Royal Grandeur or get the missing pieces for the 6-piece bonus.

OK - there are a few reports of roll-back being broken… I wasn’t sure if it was fixed or not.
There has been no official info on that issue.

The rollback has been broken for some time now.
Honestly I wouldn’t use it for something as frivolous as this even if it was working. Personally, I’d recommend just sucking it up and grinding the missing items the old fashioned way.

My wife tells me I have way too many hands.
I wouldn’t bother, gear can be farmed very fast. Ask in game in a few of the communities. Explain what happened, and someone will probably power you through some rifts/grifts and you will have your gear in an hour or two. Just be respectful when you ask.

Go gamble for it at Kadala or upgrade rares with the cube until you have your full set.
