If I want to play a Dwarven Barbarian or Gnome Wizard, I should be able to.

I care a bit on how my char looks and behaves. But I wont lose any sleep over it if they are race/gender locked.

i dont think that this fits the lore and style of diablo
is has never been high fantasy enough to feature these kinds of races
and picking to be angel or demon would go against the lore

There is going to be some customization options, although what was shown was limited (change hair and maybe skin color and/or face painting); however the classes aren’t gender locked.
Gnomes, dwarfs, elves and the like arn’t in the diablo world… if your really wanting to play such a character then

well you could just name your barbarian “Dwarven” and then you get to play Dwarven Barbarian

Diablo is set on an alternative earth. there are no other races.
There are no other races in Sanctuary. So no.

Diablo is not set on an alternate Earth. Sanctuary was a world created specifically for Demons and Angels who were sick of the endless fighting to settle down and start anew. Earth has nothing to do with it.

Anyway, yeah, Diablo world seems to be pretty much human only? Sounds like we will be able to choose different human races. Without different racial abilities though (as explosively political incorrect that could be…)

I do enjoy being able to choose gender, however I don’t believe race is as important a choice in this type of game. I think that is better left to MMORPGs.

Not Wow… Go play WoW then. Really dude, I understand why Diablo is broken, because of guys like you who want to turn Diablo into a WoWish…
Why stop at dwarves and gnomes? Heck, I should be able to play an Italian plumber or a blue hedgehog if I want to, right? 
Dwarves, gnomes, and many other fantasy races don’t exist within Sanctuary, so I honestly don’t see why anyone would be able to suddenly play as them.
The best you could hope for imo, is for Diablo 4 to have a powerful character creation feature that’ll allow you to make a multitude of adjustments to your character’s height, body shape, ears, and whatnot (I wouldn’t count on that though). Beyond that, I have to say to anyone wanting to play races outside of humans/nephalems; you’re out of luck.
To be honest, after watching Elden Ring, I realized that Diablo really needs dragons. I’m actually surprised there aren’t any.
They have necromancers in D4 you mighty what to start using the title. They also bring back the dead.
