Hey evamplez! This specific error can have many connection-related causes, but first let’s try clearing out any potentially corrupted local Battle.net files first. To do so please use the instructions here and here.
If that doesn’t do the trick, try testing an alternate network.

I realise that this is an old thread, but I’m having this issue now - I have tried the fixes Skelgarer mentioned to no avail. Any other suggestions?
Looks like an uninstall and reinstall of D3 has worked for me
