It would seem so. All info I have seen says that yes, the game is cross platform for all systems. No reason to do it for Xbox and not do it for PS5.
If the game is really crossplay/cross-save and cross-platform between PC, XBOX and Playstation like Fortnite, it could explode sales. I’ll take 3 editions immediately.

Yes it was designed from the outset for crossplay. You do need to buy a copy for each place you play it but you will join the same realm with PC, Playstation and Xbox players.
Unlike previous editions of Diablo, you cannot play offline even on the console edition.
This is very good news.
On console you could modify your backup with cheat software. (save wizard)
Finally, the death of cheaters.
On PC we are poisoned by auto farm bot.
The end of the unlimited paragon will finally give meaning to the rift ranking.

we are excited to announce that Diablo IV will launch in 2023 on Windows PC, Xbox One X|S, Xbox Series X|S, PlayStation 4/5 and will host cross-play and cross-progression for all platforms. On console, players may also slay demons side-by-side with a friend through couch-co-op.
