6 - All other games (D1 and D2) had a level cap at skills, but some items powered them to surpass that cap. It made +skills items very useful and valuable in end game at D2. At D2, for instance, you can level a skill up to 20 with skill points (about character level 50), but you can farm for skill leveling item to surpass it up to +1, +2 or +3. Some rare sets give up to +6 skills point bonus. But you need to chose if they are worth your build, or if it is better to have some convenient other bonus, like SCR, SL, DR …
It has been stated that the skill points that you “Naturally” get from leveling can be used to unlock new skills or power up existing skills. This was revealed in the D4 panel, but not expanded upon.
It all depends on how long it takes as well, and how often seasons come about.
Lets just make an example.
Example-1 Drop rates are extremely low, and it may take 2-3 months for non-casuals to actually max out a single character with no trade option on tombs. Seasons roll around and are only 1-3 months long, most people dont get skills maxed during a season. I personally have no problem with this.
Example 2- People can get all skills maxed after a few months of playing, and everyone can max skills every season after a few weeks.
We DON’T know how it will be set up, and if they make it a long journey to max out skills i am ok with that. I think maxing 1-2 skills when you hit 40 is great, and fighting for months to lvl/ unlock the rest is fine. Meta’s will change, and I will be making new characters every season anyway.

There are many that play this way, Its preference, you cant say that’s the wrong way. Maybe not the way you prefer, but it doesn’t make it wrong. p.s. They said they want your choices to be meaningful, and are not offering a re-spec for skills at the moment. I am not on the side of max out or don’t i honestly do not care either way. My only preference is if anything do not make max out skill easy to obtain. I think its ignorant to tell people thats the wrong way because you don’t prefer something. Let people do what they like and enjoy because Life is to short to make things Only this persons way.

Also, if legendaries drop rarely you will probably NOT find the ones for the direction you started with, but some others that require different skills. Without free respec the game will be a total loss.
if you let people max out every skill, you take others ppls choice, to play a good game

as its the wrong way for a moba, if you can pay money, to get better items or more xp, when the game starts
Why are people comparing D4 to D3 in terms of skills?
Yes, both will have access to all skills in the end, but D3 takes mere hours to max out skills, while D4 may take weeks. Heck, Blizz may even implement dynamic drop rate for skill tomes the more you get, making it even harder to max out skills.
And this game, D4 has a limited trading system, just for the sake of reminding you guys. In my opinion, they will plan to limit it along legendary (bound after 1st or 2nd trade). Mythic is already untradable.
The real thing I care about skill system in D4 is the nodes in each skill (sounds like skill runes in D3 to me, but less powerful). I wonder if Blizz allows people to make choices for these nodes, like which one to upgrade first. Then we don’t know about items and talents yet.
I have played Grim Dawn since its max level was 35. Up to this stage, Grim Dawn with its itemization system manages to diversify builds to a level never seen before. Each build concept is supported by at least 2-3 sets with different play styles, depending on player skills, playing tendency to go more offensive or defensive or more recovery… And respec in GD costs mere 45 gold for those who pay attention. I haven’t played Wolcen and Last Epoch to enjoy any great characteristics about those games. Not saying D4 should copy this or that because it’s great, but it’s good to learn then create an even greater and more unique system.
Level the skills with books can work as a substitute of level your character to 99 like in D2, since the cap will be 40 (that could change). It could be something people do to get some extra power, but in the end wouldn’t make a big difference.
Ofc, this depends mostly of how they do it. The idea of level with books can be good but also could go wrong.
It all goes down to what will be easier. It will be easier to get the books and level your skills, to have multiple builds, or will be easier to create a new character, level it to 40 and make a different build?
If, for example, the cap is 40, we get 1 skill point per level and the skills would cap at level 10, then we would be able to max only 4 skills. If leveling a new character is faster than get 40 skill points from books (which most likely will be), then one can choose to level a new character instead.
