I missed your reply, sorry. I would count my observation as a measurement. Maybe it does not suit all scientific standards regarding independent measurements but well - it fits. 
Do you have a better idea how to observe/measure the real block chance than let the toon being hit by a mob several (more than 100) times and divide blocked attacks by all attacks to calculate the chance?
