At 75 CC, does IceBlink and WindChill stack still?

so 75%CC + 18%CC for 93CC%?

TastySoup tested this extensively. Here are his results.

5.0 Conclusion:

  • There is a Hard Cap of 75% CHC
  • Single Out , Sharp Shooter, Iceblink and Multishot - Windchill all break the CHC cap
  • ShSh is actually +4% Base CHC, +4% CHC/Sec and it retains the CHC for 1 second after the first crit

So, yes, Ice Blink and Wind Chill stack over 75% CC.
