the legendary belt “crashing rain”, does not summon a Crashing Beast upon casting “Rain of Vengeance” like it says in the item power description.
It does. If you don’t know what ‘crashing beast’ or ‘shadow beast’ looks like, try Stampede rune. It’s that black demon bat looking thing. Now try casting RoV with and without the belt. You’re using Anathema rune, but try with something like Dark Cloud or Shade rune (which doesn’t summon any shadow beast from its effect). When you cast RoV, you’ll see that black demon bat thing crashing on the location where your mouse was. It happens quick and it’s only 1 beast.

Where can you find/get the “Crashing Rain” belt?
This is not a help forum. You should try the DH forum or the New player help forum.
This is just like most other items and drops from mobs, chests, or Kadala.
