I have upgraded Covetous to max lvl 12. But for Rubies - Red Gems it goes from tier 8 to tier 10 and with Emeralds - Green Gems it goes in order but caps at lvl 9. Please fix this. It is hindering my build…I have pics if that will help.
You need to find the “Design” for them. They are easiest to get from Bounty Caches (any Act) and from certain types of goblins. Much like Haedrig and certain craftable legendary items, you have you obtain their “plans.”
