I am looking for this recipe and I have not found a clear answer on where this drops. Some info says bounties others say vaults. I have done these many times and have not had any luck. Am I in the right place and RNG is not kind, or is there a better place to farm?
It can drop from bounty caches and Odious Collectors (crafting mat goblins). When it drops is pure RNG. There is no specific place where it drops, no magic tricks to improve your odds.
Just keep farming bounties, eventually you’ll get lucky.

I just got mine on HC and probably did 6 clears (30 caches) before I got it.
Im over a dozen clears and still nothing. Guess I will keep grinding
I have two accounts and I play both HC & SC on them. On one account I got it right away on both HC & SC. On the other account I got it right away on SC, but on HC it took me many runs before I got it. Plus on that HC I was getting other books that you will never use. LOL
