Simple, a friend of mine has the PS3 version, I have the PC version.
Since I don’t have a PS3 and he has a PC we wanted to play together,
staring from zero is no issue at all.
My question is, can he install Diablo 3 on the PC with his account from the PS3? In other words, can he use his license from the PS3 to install Diablo 3 on PC?
Short answer is nope.

That’s correct. Even though your friend has bought it for the playstation, if he wants to play it on PC he’ll need to buy D3+ROS (and, optionally, the Necromancer DLC) again for PC.

Blizzard isn’t heavily involved in Sony and MS console games. If you want to complain talk to Sony. It’s their game and their console.
