However I have an xbox gold membership, am currently connected to xbox live. Also I’ve tried reinstalling the game and have reset my router several times. Also my “NAT” is open.
What’s baffling is I can go play any of my other games and connect with friends and matchmaking. Can’t do any sort of network activity on D3
Console servers are hosted by console manufacturers, not by Blizzard. So, technical support are provided by console manufacturers as well. Have you tried connecting Microsoft?

My experience so far is I just get the run around. Every group points at the other.
After console hard reset, game reinstall, managing router settings it then went xfinity “not my fault” Motorola router “not my fault” and then Microsoft “not my fault” and each of those fingers kept pointing to the game provider. Not that I know who to blame but this is the order of things.
I had zero of these problems last season and have not a single other game giving me this problem

While Blizzard Support cannot directly assist with troubleshooting your console nor home network, I recommend temporarily testing an alternate network such as a mobile hotspot. This will help you quickly determine whether the issue is isolated to your home network or the console.
If you can connect when using an alternate network such as a mobile hotspot, at that point you can be sure that the issue is isolated to the home network. In this situation you will need to contact your Internet Service Provider (ISP) for assistance determining what is causing the issue to occur on that specific network. They might need to adjust network-level security/firewall settings or temporarily replace the network devices in your home to narrow it down further. I always recommend requesting to be forwarded to a “level 2 or level 3 technician” when contacting the ISP since the front-line representatives typically only have access to basic diagnostics and troubleshooting tools.

Thank you for your response. That did not work sadly.
I have come to a conclusion on the problem though, it’s some sort of hosting issue. My girlfriend and me are trying to play on two different Xbox’s on the same internet connection. We found out we can join random parties and play together but cannot play with only us two in same game, if the 3rd player leaves we disconnect.
Not that this gets me any closer to a solution, nothing is working.
