Would it be worth it to run Buriza for the extra pierce effect for GoD? Would it work with the set passives and would it take advantage of Hungering Arrow cold rune effects?
No, the Buriza legendary effect does not work for HA with the GoD set. The reason being that the Ninth Cirri Satchel already grants HA the maximum number of pierces possible before max travel distance of HA is reached and the skill times out.

It’s still a good option if you want to hit the 1.5 AIS breakpoint (2 handed Crossbows allow you to hit the target breakpoint by having attack speed on your quiver and one ring, they also hit harder than bows) since it has a descent chance to freeze on hit, which will help keep your Cull of the Weak proc’ed as well as provide some crowd control.
can someone explain to me why is Valla good but Buriza is not?
doesn’t Buriza also work on strafe causing it to pierce and thus trigger additional HA shots? (assuming the ICD requirement is met)
Buriza has a 0.5 second internal cooldown on the pierce whereas Valla’s has no internal cooldown on the Strafe pierce.

if you have perfect Burize, then use it. I like Buriza in solo farm GR more than vallas. But you need 1 attspeed roll on other gears to reach 1.51 breakpoint.
Question: If the strafe damage is entirely negligible why bother with the piercing from Valla’s ? Or does that actually affect the HA’s being shot out?
Strafe damage is negligible; Valla’s is to help proc the 4-piece GoD bonus. While Strafing you proc primaries on hit but it has an internal cooldown (9 frames), so with Valla’s you can help spawn primaries as close to every 9 frames as possible.
