Bug in Turning the Tide quest

The 2nd catapult is not getting raised during this quest. The soldiers seem to be pulling the ropes, but that’s all. The catapult is not coming up and also there are no monsters coming from which we have to protect the soldiers

This is super frustrating!! How do you move to the next of you can’t freaking get this completed?

  1. Teleport to town.
  2. Exit the game.
  3. Re-enter the game.
  4. Re-do the catapult quest.

(I helped someone out on EU just a couple of days ago who had this exact issue)
