It isn’t working.
With 5% critical hit, this ring works once in 30sec like it has cooldown.
This isn’t a bug. The key word is “Consecutive”. Hitting 25 mobs at once with no crits will not proc the ring. You have to hit 5 times in a row.
If you are only hitting one mob at a time, you will see it proc normally.
You have to cast a skill 5 times in a row and not make any crits on any of the mobs for it to proc, which makes the ring useless for anything but single target.
If you were to use this on a UE DH in any kind of density, the ring would only proc maybe once every 10 minutes with 5% crit chance because the chances that you will not make a crit on any of the mobs you hit, 5 times in a row is astronomically low.

Maybe they should rename it to “Broken Expectations”, instead of “Broken Promises”.
The Ring delivers on its promise, but your expectations were broken on the delivery because you missed the consecutive part of the bargain.
