I have found a solution in Diablo III where the Broken Crown worn on the follower does not Drop extra Gems (known problem). If the following is done - extra Gems drop:
Solution:
Requirements: 2 Broken Crowns, 1 Helmet with slot & 3 Gems.
– Follower to wear Broken Crown with Gem in socket.
– Main character to carry a Broken Crown with Gem in socket - not worn [in bag only].
– Main character to have a Gem in the Helmet currently worn. [not the Broken Crown]
[WARNING - The color of the Gem which drops is related to the one worn in the head slot of your main character - it has no relation to the Gems in the Broken Crowns] --Solved.
Sorry, I don’t quite get your topic.
Is it meant to be a suggestion/request for how Broken Crown should work? If so, what are you suggesting?
Is it meant to clarify how Broken Crown currently works? (In which case, yes, it’s solely based on the contents of the helmet the PC is wearing.)
The intent of your post is very unclear.
The Broken Crown currently does not work, if worn by the follower only. It only works when worn by the main character. Blizzard have not as yet fixed this fault. This is a temporary work around solution. I do not want this to be “The Solution” as it would be terrible. However in the mean time, you can work with this temporary fix.
If you are talking about a bug, then this isn’t the right part of the forums, it should be in bugs. Not sure how to notify the mods to move it there, though.
That being said, are you sure you didn’t miss that it is based on the current gem on PC’s helm, which means if your own helm doesn’t have a gem slot, it won’t do anything? Are you sure you need the crown in the backpack?
It has already been reported as a bug. It is a known issue. If the follower wears the Broken Crown - Gems do not drop, however if you carry out my instructions; Gems do drop. Its a work around. Its not a bug report- as its a temporary solution to a known Bug.
This has been discussed many times already on the forums. With many people being confused by how Broken Crown and emanate work together. Not seeing why or how this is so hard to understand.
Emanate items work as if the item were equipped on your own character, but equipped on your follower instead, but your character gets the effect. Follower equips Broken Crown, your character gets the effect, therefore the gem in your own helm should be dropped, not the followers gem.

Just checked on my character, no need for an extra broken crown in my inventory, I just needed a gem in my own helm (is Andariel’s Visage), as is intended.
Wrong, wrong, wrong, wrong and wrong. Broken Crown is working exactly as intended - you are misunderstanding how it is working. Emanate items work just like if they were extra Kanai Cube powers. Follower wears the emanating item, YOU get the effect, NOT your follower. If your follower has on Broken Crown and you have a diamond in your helm, and let’s say a ruby drops - a diamond will also drop! NOT.A.BUG! This has been explained repeatedly in the bug report forum. Not sure why this issue is so hard for some players to grasp.
I got it wrong. I had the extra Broken Crown on me and came to the wrong conclusion. Apologies for being confused. Sigh… Made some bad assumptions.
No biggie, it happens to everyone.
That being said, if you want to suggest a change to the item so that its emanate version uses the follower’s gem in order to be more instinctive, you are free to do so.
I just want to be clear on what your intent is when you are posting, in order to be able to give you the best possible answer.

Okay, so it only works like an Emanate.
